How to Convert a Scanned PDF to Word on Windows

Windows has no built-in way to turn a scanned PDF into Word; Snipping Tool and PowerToys can only copy text off the screen. File Acture's Convert Files reads each scanned page with the text recognition built into Windows and saves a .docx with editable text on your PC, without uploading the PDF.

A contract you signed on paper, a letter you only have as a printout, a form that exists only as a scan: sooner or later you need to change one in Word. The scanner saved every page as a photo, so there are no letters to edit yet.

This guide covers what Windows can do by itself with a scanned PDF, and how to get an editable Word file with File Acture, which reads the pages on your PC and uploads nothing.

Why can't you edit the text of a scanned PDF?

A scanner or a phone scanning app saves each page as an image. What looks like text is a pattern of pixels, so the file holds no characters that Word or any other app could select, copy or change. It is also why a search in a scanned PDF finds nothing.

Turning it into Word therefore takes two steps: text recognition (OCR) reads the letters in the picture, and the converter lays them out as paragraphs in a .docx file. File Acture does both in one go.

Can Windows convert a scanned PDF to Word by itself?

No. Windows has no PDF-to-Word converter, and Microsoft Edge can show and mark up a scanned PDF but cannot save it as a Word document. Two tools can read the text off your screen: in Windows 11, Snipping Tool, which offers Text actions after a capture (Windows logo key + Shift + S), and Text Extractor in PowerToys, a free Microsoft app you install separately.

Both give you plain text, one capture at a time: columns, spacing and pictures are gone, and nothing is saved as a file. Online converters recognize the text on their servers, so the PDF has to be uploaded first; read whether online PDF tools are safe before sending a contract or an ID there.

How File Acture converts a scanned PDF to Word on Windows

The result is a .docx you can edit in Microsoft Word or any app that opens .docx, and creating it needs no Microsoft Office. A scanned page takes longer than a page with text because it has to be read first.

  • Text: the lines Windows reads become editable text in the color of the ink, joined into paragraphs, with columns kept aligned by tab stops. Every PDF page becomes a Word page of the same size.
  • Font: a scan carries no font information, so the text is set in the document's default font at a size estimated from the page, and smaller where it would otherwise run wider than it stood. Bold and italic are not recovered, so restyle where it matters.
  • Pictures: whatever is not read as text, such as a logo, a photo, a stamp, a signature or a form's lines, stays a picture where it was on the page. The text areas of the scan are painted out in the color of the paper, so nothing shows twice, and a page with nothing left but text and paper has no picture at all.
  • Pages Windows can barely read: if Windows reads almost nothing from a page, such as a handwritten one, the page stays in the Word file as a picture.

Which language does it read?

Convert Files has no language setting. Windows reads each page in the first language of your Windows language list that has text recognition installed, and in English (United States) when none does, so a scan in another language can come out garbled or as a picture without editable text. To control the language, add it in Settings › Time & language, run OCR PDF first, pick the Document Language there and convert the searchable copy: a PDF that already carries recognized text is converted from that text instead of being read again.

What should you check in the Word file?

Text recognition reads a picture, so a sharp, upright scan gives the cleanest Word file. Before you send or print the result, look it over:

  • Numbers, names and dates. A letter or a digit can be misread, so compare these with the scan.
  • Tables. Rows come out as lines aligned with tab stops, not as a Word table. If the numbers are what you need, convert the PDF to Excel instead.
  • Scan quality. If you control the scanner, 300 DPI is a good setting for text. Blurry, tiny or skewed text is easy to misread.
  • Back to PDF. To make a PDF again after editing in Word, drop the .docx on Convert Files (how to convert Word to PDF on Windows).

Is it private, and what happens to the original?

Everything happens on your PC; the PDF is never uploaded. The Word file gets the same name with the new extension (Scan.pdf becomes Scan.docx) and is saved in the folder set under Folder, by default Documents › File Acture › File. The original PDF stays exactly as it was, and an existing file is never overwritten. If you cancel or something goes wrong, no half-written file is left behind. How to convert a scanned PDF to Word on Windows with File Acture

    Open Convert Files

    Choose Convert Files, the first tool in the File group of the sidebar.

    Drag one or more scanned PDFs onto the window. The Detected format line confirms they were read as PDF.
