How to Edit, Merge and Compress a PDF Without Uploading It

This is the full list of what you can do on a Mac without sending a file anywhere, which parts macOS covers by itself, and where an app is genuinely needed.
What macOS already does, offline
Preview is more capable than its reputation suggests, and it never touches the network.
- Merge. Open one PDF, show thumbnails in the sidebar and drag another PDF into it.
- Split. Drag pages out of the thumbnail sidebar onto the desktop; each becomes its own PDF.
- Rotate and reorder. Select thumbnails, rotate, drag to reorder.
- Annotate and sign. Markup tools, text boxes, and a signature you draw on the trackpad once and reuse.
- Shrink. File > Export with the Reduce File Size Quartz filter, with the limits explained in this guide.
- Convert images. Finder’s Quick Actions convert and rotate images without opening an app.
Where the built-in tools stop
Four jobs push people to a website, usually in a hurry, and all four can be done locally instead.
Editing the text that is already in the PDF
Preview can put a text box on top of a page, but it cannot change a word that is already there. File Acture’s editor removes the original characters and redraws them in the document’s own font, so a corrected price or a fixed date looks like it was always there. How it works.
Hitting an exact file size
Portals ask for "under 2 MB", not "smaller". Target size mode searches image resolutions and JPEG qualities until the measured file fits, and leaves text and vector graphics untouched. How target size works.
Making a scan searchable

Doing it for a whole folder
Preview works one file at a time. Drop a folder into File Acture and every file gets the same settings, with the originals untouched and each result written as a new file.
Passwords stay local too
Adding or removing a PDF password on a website means handing over both the document and the password. On a Mac, Preview can export a PDF with a password, and File Acture adds AES-256 encryption with printing, copying and editing permissions you choose — and can remove a password you know, so you can compress or edit the file and protect it again afterwards.
When an online tool is still the right answer
Honesty helps here. If you are on a borrowed Windows machine, if you need PDF to Word, fillable forms or a signature request sent to someone else, a web suite does things a local Mac app does not. For a restaurant menu or a flyer, the risk is negligible.
The rule is simple: the more the document is about a person — you, a customer, a patient, an employee — the less it belongs on a server you do not control. More on what happens when you upload.
Verify the claim, do not trust it
Open Activity Monitor, go to the Network tab, sort by Sent Bytes and run the job on a large file. An app that uploads must move those megabytes. Or simply turn Wi-Fi off: a local tool keeps working, a web page cannot start.

Can I merge PDFs without uploading them?
Yes. Preview merges PDFs by dragging one file into another’s thumbnail sidebar, entirely offline. File Acture does the same for many files at once.
Can I compress a PDF without uploading it?
Yes. Preview’s Reduce File Size filter works offline but cannot aim for a size; File Acture compresses to a target in KB or MB on your Mac.
Can I edit PDF text without uploading it?
Yes, with an app that edits locally. Preview can only add text on top; File Acture replaces the existing characters in the document’s own font.
Do browser-based "local" PDF tools really keep the file on my device?
Some genuinely process in the tab with WebAssembly. Test it: if the claim is true, the page still works with the network switched off.
